About simple procurement and new thresholds

Simple procurement is a part of public procurement in the Republic of Croatia that is not carried out strictly according to the Public Procurement Act, but according to the rules prescribed by the contracting authority in its general act. The rules, however, must follow the rules prescribed by the Public Procurement Act, but the processes are shorter and the procedures simpler.

New thresholds under the new Public Procurement Act of 2026 define what constitutes simple procurement:

  • goods and services with an estimated value of up to €50,000
  • works with an estimated value of up to €100,000

From 1 September 2026, all simple procurements exceeding €15,000, which have so far been published mainly only on the contracting authority’s websites, must now be published through the official channel, The Electronic Public Procurement Portal of the Republic of Croatia (EOJN RH).

New rules for publishing simple procurement

For purchases:

  • greater than €25,000 for goods and services, and
  • more than €45,000 for works

The contracting authority is obliged to carry out the public announcement procedure in the simple procurement module of the EOJN RH.

For purchases:

  • Between €15,000 and €25,000 for goods and services, and
  • Between €15,000 and €45,000 for works

The contracting authority itself selects and directly invites economic operators. The invitation to submit bids is sent to the selected bidders electronically directly through the EOJN system.

All simple procurement for goods, works and services up to €15,000 can still be published exclusively on the contracting authority’s website.
