Final proposal of the Public Procurement Act

The Committee on the Economy of the Croatian Parliament, at its 31st session held on 27 April 2026, considered the Final Proposal for a Law on Amendments to the Public Procurement Act, P.Z.E. No. 265 (hereinafter: the Final Proposal for a Law), which was submitted to the President of the Croatian Parliament by the Government of the Republic of Croatia, by an act of 23 April 2026.

When it comes to simple procurements for goods and services, the procedure depends on the thresholds of the estimated value.

‘‘Those up to 15 thousand euros are carried out without special rules. From 15 to 25 thousand euros, you can send a call to certain contractors. This is not public, but at the end of the procedure you must announce it. For those from 25 to 50 thousand euros, you have an open call through the EOJN system where other contractors in the system also see the call and have the right to respond,’’ explained the State Secretary.

State spending through public procurement in 2024 amounted to €14,340,590,803 (excluding VAT), representing an increase of 13.13% compared to 2023, when it totaled €12,676,389,627. Through simplified procurement in 2024, a total of €1,833,432,908 (excluding VAT) was spent. The share of simplified procurement in total public procurement value in 2024 was 12.78%.
