BWM is designed as a complement to the core service for monitoring higher-value tenders from official sources in Croatia.

We monitor low-value procurement, prior market consultations with interested economic operators, and related reports (in accordance with the Public Procurement Act, OG 120/2016) across thousands of contracting authorities’ websites. Although consultations have been published in EOJN since January 1, 2018, some are still published only on contracting authorities’ websites.
Why BWM?
Supplies and services up to €26,540, as well as works up to €66,360, do not fall under the Public Procurement Act and are considered low-value procurement. Contracting authorities are not required to publish such tenders in EOJN, but they do publish them on their own websites. The procedure is simpler, as is the opportunity to win contracts.
In 2024, as much as 61% of tenders were found on contracting authorities’ websites and delivered to clients through our Briefing Web Monitor (BWM).
