The amendments to the Public Procurement Act, which have just completed public consultation, aim to modernize the system, increase transparency, and remove existing ambiguities. A total of 389 comments were submitted during the consultation.
To align with inflation, value thresholds are being increased. The Act will no longer apply to goods and services or design contests below €35,000, and to works below €90,000.
At the same time, a legal obligation is introduced to publish all simplified procurements in the electronic bulletin if they exceed €15,000 for goods and services, and €35,000 for works—triggering strong reactions.
“The introduction of a €15,000 threshold would mean that schools, hospitals, and other public institutions, instead of quickly procuring basic supplies, would have to conduct lengthy formal procedures. This would slow down service and goods delivery, increase costs, and create room for unfair competition with low-quality offers,” the Employers’ Association stated.
